Detectives from the Rowan County Sheriff’s Office arrested Jake Robert Kelly, 29 of Statesville (Iredell County), for the second time in four months, for sex crimes against a child. In December of 2018, Kelly was arrested for 1st Degree Kidnapping, Dissemination of Obscene Material to a Minor, Indecent Liberties with a Child, and Contributing to the Delinquency of a Minor. This case involved Kelly and a runaway child from Rowan County.
In February of 2019, Kelly posted bond on those charges, and was released from the Rowan County Jail to await his trial date. On Wednesday, April 10, 2019, RCSO Detectives were notified that Mr. Kelly had contacted the child victim on a social media messenger site. An investigator with the Rowan County Sheriff’s Office conducted a 5 day undercover operation, and chatted with Kelly through the social media site, causing him to believe that he was still talking with the child victim.
Kelly sent sexually explicit messages and then later arranged to leave Statesville to meet the victim near China Grove, on Monday, April 15, 2019 in order to have sex. When the suspect arrived at the predesignated meeting place, he was met by RCSO Detectives and immediately placed under arrest. Kelly was charged with solicitation of a child by computer and two additional counts of dissemination of obscene material to a minor.
He was placed back in the Rowan County Jail under a $100,000 secured bond.
