The Town of Davidson Board of Commissioners will hold a virtual work session on Tuesday, April 13, 2021 at 6:00 pm through the Zoom virtual platform and streamed live on YouTube. The meeting is agenda online – http://townofdavidson.org/73/Meeting-Agendas-Minutes

IV. TOWN OF DAVIDSON COVID-19 RESPONSE
Summary: Town staff and the board of commissioners will continue to discuss the Town of Davidson COVID-19 response and how to protect the public health in Davidson.

V. PUBLIC HEARING
Providing ample opportunity for the public to engage and participate in the decision-making process by the town board during the pandemic is a top priority. In order to ensure public participation, the following options prior to town board meetings will be available for public comment.

Email: The public will be allowed to comment by sending written comments to bshores@townofdavidson.orgof no more than 400 words via email that will then be read aloud at the meeting if the email is submitted by 5:00 pm on Tuesday, May 11, 2021. Per NCGS§166A-19.24 the deadline to submit by email is 6:00 pm on Wednesday, May 12, 2021.
Phone: The public will be allowed to participate in the public hearing by verbal comment by calling 704-940-9614 and leaving a voicemail message. These messages will be played during the public hearing period, but will be limited to three minutes. The deadline to submit by phone is 5:00 pm on Tuesday, May 11, 2021.

a. Proposed Changes to the Davidson Planning Ordinance (“Text Amendments”)
for NCGS Chapter 160D alignment

Summary: In 2019, the North Carolina General Assembly adopted a complete reorganization of the state’s planning and development regulations creating a new statute chapter “160D.” The purpose of the new Chapter 160D is to consolidate county and city regulations into one unified chapter and to reorganize development regulation statutes into a more logical, coherent structure. All towns in the state have until July 1, 2021 to make the necessary changes to their planning ordinances.

This is a public hearing for the proposed changes to the Davidson Planning Ordinance (DPO) as required by state statute.

VI. DISCUSSION – Items for discussion are typically when the board will engage on a topic and no vote is planned.

a. Consider Approval of Resolution 2021-08 Dignity and Equality in the Town of
Davidson

Summary: At the April 27 meeting, the board discussed passing a resolution to clearly state support for every member of the Davidson community.

Action: This board is asked to approve Resolution 2021-08.

b. Non-Discrimination Ordinance Update
Eugene Bradley, Housing & Equity Director
Summary: At the direction of the board, staff will provide an update on NC General Assembly House Bill 142 expiration and what local governments can now do with non-discrimination ordinances at the local level. Staff will give an update on the process of how to move forward with non-discrimination ordinance in the of Town of Davidson and what are the next steps for the Affordable Housing and Equity Board.

c. FY22 Budget and Capital Improvement Plan Presentation

Summary: Staff will present the Manager’s Recommended FY2022 budget for review by the board of commissioners. The total proposed general fund budget is $13.5 million. A virtual public hearing is scheduled for May 25, 2021, and final approval is scheduled for June 8, 2021.

d. Linden Mills Property, LLC donation of land to the Town of Davidson

Summary: Linden Mills, LLC wishes to donate land (see attached survey) to assist the
town in the establishment and maintenance of roads and to correct lot lines as allowed by law.

Action: This item is for discussion only. The board will be asked to consider approval at the May 25, 2021 meeting.

e. Downtown Gathering Space Phase II Update

Summary: Phase 1 of the Downtown Gathering Space project was completed on April 30, with only pole lights replacement remaining. For Phase 2, a pergola and landscaping are proposed.

Action: The board is asked to provide feedback and may consider approval of the scope of work, conceptual design, and budget for the Downtown Gathering Space Phase 2.

f. Review Upcoming Agenda Items
