III. TOWN OF DAVIDSON COVID-19 RESPONSE
a. Representatives from Charlotte-Mecklenburg Schools will update the board and community on their tentative reopening plans for the upcoming school year in response to COVID-19.
b. Town staff and the board of commissioners will continue to discuss the Town of Davidson COVID-19 response and how to protect the public health in Davidson.

a. Davidson Cottages Conditional Master Plan Update

Summary: The applicant requests a Conditional Master Plan Amendment to develop a residential community of 30 single-family homes and two duplexes (totaling 34 units), along with public open space including a park, seating areas, and walking trails. This is for discussion purposes only.
b. Lake Forest Davidson Conditional Planning Area Update

Summary: The applicant proposes a Conditional Planning Area Map Amendment for +/-4.11 acres currently zoned Village Edge and Village Infill Planning Areas. The proposal seeks the conditional approval of a religious institution and mixed-use building on said parcels. This is for discussion purposes only.
c. Targeted Conditional Zoning Growth Management Tool Discussion

Summary: The board of commissioners directed staff to explore strategies to better control the pace of development, specifically targeted conditional zoning. Staff brought information to the board in July 2019 and was directed to explore creative strategies to implement a targeted conditional requirement for residential development. The board provided specific feedback on preferred strategies at their September 2019 work session and gave more specific direction regarding metrics at their November 2019 work session. This is an update to those discussions.
d. Davidson Police Department Policies, Procedures, and Data

Summary: Review of Davidson Police Department policing practices, policies and comparative analysis with 21st Century Policing and 8 Can’t Wait recommendations. This is for discussion purposes only.
e. Consider Approval of 2020 Resurfacing Contract

Summary: The 2020 resurfacing project will be in the River Run neighborhood. This year is last of 5-year paving plan that identified streets in need of resurfacing and each year was broken down by geographic area for cost- effectiveness. The project was bid out on June 23, 2020. Blythe Construction was the low bidder at $857,627.14. Because the bids came in under the projected budget, staff asked Blythe to add additional street segments via a change order of $245,000.00, for a total of $1,102,000.
The board is asked to consider approval of the contract with Blythe Construction in the amount of $857,000.00, with an additional change order of $245,000.00, for a total of $1,102,000.00, for resurfacing in the River Run neighborhood and to authorize the Town Manager to sign the contract.
