Statesville Council to receive report on flag regulations

Statesville City Council will meet Monday night, December 18, at 7 p.m. This is a public comment meeting for any matters not on the agenda. Persons desiring to speak should sign up upon arrival. The public comment period is held at the beginning of the meeting. Speakers are given three minutes to talk.

In the regular agenda, City Council will hear details on two options concerning the redevelopment of the Vance Hotel. Jim Prosser, retired CCOG Executive Director, and Third Wave Housing Company President Richard Angino will information on an option to develop market rate apartments in the hotel and a second option to develop the Vance for senior housing.

At the request of Council member John Staford, staff has prepared a report on regulations for flying flags in the city zoning jurisdiction. The issue about a flag’s size displayed by a business came up earlier this year when the CEO of a recreational vehicle sales business with a business in Statesville tweeted about Statesville and other communities that restricted a flag’s size.

The ordinance regulating flagpole height and flag size was adopted in 2014 by City Council. About a year later, the recreational vehicle sales company requested a variance that was denied by the Statesville Board of Adjustment. The company did not appeal the decision nor has it made a formal request to modify the regulation.

Two public hearings are scheduled. The first concerns a change in the sign standards to allow back-lit (Halo) signs in central business zoning districts. Planning department staff recommends the signs be allowed only in the Central Business Perimeter District. The Planning Board recommends they be allowed in the Central Business Perimeter and Central Business Districts.

The second public hearing is to change the zoning of 3.5 acres located on Wall Street from General Business (Conditional Use) District to General Business. It is not known what the plans are for the property at this time.

Also on the agenda is Mayor Costi Kutteh’s annual End of the Year remarks.

City Council will meet in the Council Chambers on the second floor of City Hall, 227 S. Center St. The meeting is open to the public. The Pre-Agenda meeting will begin at 6 p.m. in the third floor conference room.
